[Imc-africa] Changeing the confugaration of list

Hello all! long time.
I just wish to propose that I wish to change the configuration 
of this list so that only members of this list can write directly
 to the list and all mails from non-members will be held for 
adminstration to avoid us recieving spam like the email below.
If there is no objection till the 1st May 2003(thurday); I'll change
the configuration of the list.
