hi people on some of the regional lists,
i've prepared a document with some reflections on regionalisation
here:

http://docs.indymedia.org/view/Global/ImcRegionalisation

This probably does not say very much different to the IMC Italy proposal,
except that it's a discussion document, not a proposal, and might help
people think about how global lists and regional lists can function in
a way consistent with what we would like Indymedia to be. And it also
looks in the longer term than the IMC Italy proposal, leading to a
conclusion which might shock some US indy people...

Probably regional lists :) (or your local list!) are the best place
for further discussion, or simply make changes to or translations from
the TWiki.

The full page is:
http://docs.indymedia.org/view/Global/ImcRegionalisation
but i'm quoting the section headings and the conclusions below.

The section headings are:

> * How can a planetary-wide, non-hierarchical network regionalise?
> o the numbers
> o equality politics - the Global South
>           o numbers + equality => the arithmetic
> o discussion
> + rotation, what is a liaison, etc.
> + censorship of creative, innovative, dissenting individuals?
> # positive and negative feedback loops
> + Is a liaison system hierarchical?
> + time scale
> o participative political structures - parpolity?

The conclusions are:

> Conclusions
>
> If we aim for a long term (e.g. think up to 2006) goals of:
> * at most 100 regional liaisons on any global list
> * at most 100 local liaisons on any regional list
> and if we have:
> * the right sort of positive and negative feedback loops
> then
> * we just possibly might have a workable, strongly
> anti-authoritarian global communications system
> o which has few enough people on any mailing list so that
> they can get to know and trust each other and can constructively deal
> with conflicts and (if required) make decisions
> o which is welcoming to people living in the Global South
> and lets them genuinely participate and
> o which allows for about 10,000 local IMCs, which will
> surely be enough on this time scale. Indymedia will be very different
> by 2006.
>
> One of the most dramatic changes from present practice would be the
> long term goal of US liaisons auto-limiting themselves on any global
> list to a total of about four (4) liaisons.
>
> Reminder: these are not proposals, they are just thoughts to help
> guide discussion.
