[Imc-aotearoa-ed] revised draft ed policy

Kia Ora All,
                        After prodding by recent discussion of spam, I 
have made a few mod's to the propsed new A-IMC Editorial Policy, as on:

Most notably, I tidies up the spam section with a process similar to the 
`immediate action 'process. The terms in the `How to Hide a Post' 
sections that are in italics are those terms that I thought are 
subjective enough that they deserve a definition. Terms like racism and 
sexism I expect most people to understand, but terms like spam and 
off-topic I felt need further explanation.

Perhaps someone could add some definitions for these terms when they 
have time?

P.S. How are people going with the Draft Features Policy? I think we 
might want to get something up as our `official' policy soonish, as we 
are getting more features written. We can always modify it later (as we 
are doing with the Ed policy).
