I think that I've fixed everything up now.

I have simplified the code a lot - you don't need a new table for every
issue. I have recoded it so that each issue sits in a table row <tr>.
The main problem with the code was that you didn't close about half of
the tables, so things got very garbled. There were also a few missing <p>'s.

You should download wel.html and take a look at it - you'll find that
indenting your code [like I did] will make everything seem a lot more
logical, and you'll pick up problems like the ones above.
