[Imc-belgium-process] Imc Wvl & Liege proposal for Belgium IMC's

Hello Imc Vl, Imc Belgium,

This is a proposal of both Indymedia West-Vlaanderen and Indymedia Liege about a framework for Belgian Imc's.
It's send to imc-belgium-process list and published on the testsite of Indymedia Vlaanderen (since their mailinglist is unfindable for me).
Besides, it's send in a seperate mail to 2 global indymedia mailingists (new-imc & imc-process).


--- Proposal ---
[ History ]
There are now in Belgium 2 official imc's (belgium and wvl) and 2 who applied for it (vl and liege). There are 2 truely local imc's and 2 superregional lmc's. We, liege and wvl, want too go further into the localisation process of indymedia in Belgium and propose to discontinue superregional IMC's.
Instead we want to focus on local (preferably provincial imc's with even more local subsections) imc's. If this goes on, we can end up with like 11 functional local imc's in belgium (10 provincial + brussels).


[ Actual Proposal ]
* We discontinue superregional imc's.

* existing superregional imc's can reform into provincial ones (with removing from cities list) & go (as they will be new collectives) into the new-imc procedure

* People will build a belgium portal site that has 2 facets:
        * syndication from the local imc's (articles and newswires, a bit like the global featureswire or indymedia.org.au) 
        * Eventually an open publishing newswire for global news (and maybe for belgium news). newswire is maintained by volunteers, at least one from each collective
        * (there's obviously a third facet: communication towards readers about the new model & info on all collective and so on)

* developping a structure together to share facets we can share (equipment, a financial structure, ...).

* Safe the old belgian site somehow as an archive (publishing & commenting impossible)



[ Timeline & Process]
* We propose a deadline of 1 week. This deadline can be extended upon a motivated request.

* Everyone can comment this. However only collective responses from an imc will be seen as an answer

* The decision is taken by consensus. If consensus is not possible, we'll move to 75% supermajority

Dit is een voorstel van zowel Indymedia West-Vlaanderen en Indymedia Liege over de toekomst van Indymedia in België. Het wordt verstuurd naar imc belgium process en gepubliceerd op de testsite van Indymedia Vlaanderen (aangezien ik hun lijst niet kan  vinden)
Daarnaast wordt het in een aparte mail verstuurd naar 2 globale mailijnglijsten (new-imc & imc-process)

[ Geschiedenis ]
Er zijn nu 2 officiele (belgië en wvl) imc's en 2 die een aanvraag hebben ingediend (liege en vl). 2 ervan zijn echt lokale imc's en 2 ervan zijn superregionale.
Wij, Liege en wvl, willen een voorstel doen over verdergaande localisering van indymedia in belgië. Wij willen ophouden met superregionale imc's en doorgaan met provinciale (met nog lokalere subsecties) imc's. Dit kan leiden tot 11 imc's (10 provinciale en brussel) in belgië.

[ Eigenlijk voorstel ]
* We stoppen superregionale imc's.

* Bestaande superregionale imc's kunnen zich omvormen tot provinciale (met verwijdering uit de stedenlijst) en ze gaan in new-imc process (aangezien het nieuwe collectieven zijn).

* We bouwen een belgische site met 2 facetten: 
        * Syndication van lokaal nieuws (artikel en features, een beetje zoals de globale features wire of indymedia.org.au)
        * Eventueel is er een open publishing nieuwslijn voor globaal nieuws (en belgisch). Die zou beheerd worden door een team vrijwilligers, minstens één van elk collectief.
        * (Een derde facet: uitleg en info over de nieuwe sitatie

* We onwikkelen een structuur om middelen te delen (materiaal, financiele structuur, ...)

* We bewaren de belgische site ergens als archief. (publiceren totaal onmogelijk)


[ Tijdslijn en Process ]
* Wij stellen een deadline voor van 1 week. De deadline kan verlengd worden via een gemotiveerd verzoek.

* Iedereen kan deze mail van commentaar voorzien. Enkel collectieve antwoorden van een imc zullen als antwoord beschouwd worden.

* Beslissing gebeurd bij consensus. Als dit onmogelijk blijkt schakelen we over op 75% meerderheid.

Nous avons actuellement deux imc officiels (wvl et be) et deux en new-imc (liege et vl) en belgique.  Deux sont régional, 2 super-régional. Nous, Liege et Wvl, voulons faire une proposition sur le futur imc en Belgique. Nous aimerions arrêter avec les imc super-régionaux et continuer avec des imc provinciaux.

* On arrête les imc super-régionaux 

* Les imc's super-régionaux existants peuvent se transformer en imc provinciaux et ils vont sur new-imc

* On fait un portail d'imc belge avec:
        * Syndication des nouvelles locales (articles et features, comme le font global-features wire et indymedia.org.au)
        * Eventuellement nous faisons de l'open pub. pour les nouvelles globales. Nous pensons gérer cela avec des volontaires, au moins un/une
de chaque collectif
        * (troisièmement: info sur la nouvelle situation)

* Nous pensons aussi créer une structure pour coopérer à divers niveaux (sur le matériel, structures financières ...)

* On archive le site de imc be 


[ Ligne et Process ]
* On propose une deadline d'une semaine. On peut changer le deadline après une mail motivé.

* Chacun peut commenter ce mail, mais nous aimerions que ces réponses se fassent au nom de chaque collectif.

* On travaille avec consensus. Quand ca ne marche pas avec majority 75%
