maybe this working group could 'consens' to provide some recommendations to
local IMCs. This applies particularly to US-based IMCs, but given
globalization and similarities of intellectual 'property' laws, I think every
IMC should consider them:

1) carry a Fair Use clause on their site. this might not be spelled out at the
bottom of every page (like commondreams.org) -- but at least a link "Fair Use
Notice" pointing to the full text, or a "Legal" or "Dislaimer" link.

an internationalized-version might read, "This site may contain copyrighted
material the use of which has not been specifically authorized by the copyright
owner. We are making such material available in our efforts to advance
understanding of environmental, political, human rights, economic, democracy,
scientific, cultural and social justice issues, etc. We believe this
constitutes a 'fair use' of any such copyrighted material. The material on
this site is distributed without profit to those who have expressed a prior
interest in receiving the included information for research and educational
purposes."

2) on the Publish page, ask posters to include proper credit to their source.
So even if IP is used without permission (horrors!) the owners hopefully won't
mind so much. Also this makes the news more reliable (or less, depending on
the source).

3) improve the contact page so, for various contact needs, it includes a clear
name (entity) to write to & as much information as possible - address,
telephone, e-mail. For US-based IMCs it seems actually spelling out "DMCA
Agent" is a good idea. However I'm not too keen on that phrase myself.

Some IMC contact pages have no local contact info, for instance
http://hawaii.indymedia.org/contact.php3 and
http://madison.indymedia.org/contact.php3 Others seem too minimalistic, like
http://arizona.indymedia.org/contact.php3 And others are maybe too confusing,
like http://sf.indymedia.org/process/contact.php ;)
