Hi folks
Sorry I have not been in touch for a while but things have been a bit
hectic. Some of you will have put your names down at Glastonbury*, some of
you will have come from other mailing lists and friends. BUT we are
beginning to build up a network of people who are prepared to try and audit
their local council, maybe their NHS trust or police force. As yet I have
not got round to finding out if the laws apply in Scotland , so if anyone
wants to help on that one it would be much appreciated.
Here is a copy of what the Southwark council _Your rights document says
about council audits
Audit
Local Government Finance Act 1982
(Section 17 and Section 24)
The annual report and statement of accounts set out the financial aspects o=
f
the Council=B9s activities during the financial year (1 April to 31 March) in
terms of income and expenditure across the whole range of the authority=B9s
work. The auditor=B9s report contains comments on the accounts and the
council=B9s financial procedures, and can include suggestions for changes in
procedure.
Statement of accounts prepared by the authority and reports by the auditor
to the authority are available for inspection at any time by local
government electors within the authority=B9s area. Also, any elector or any
other persons with a proven financial or legal interest may inspect the
authority=B9s account and all books, deeds, contracts, bills vouchers and
receipts relating to the accounts for a period of 15 working day=B9s during
the course of the annual audit of the authority=B9s accounts.
As and when I get other information I shall post it on. Meanwhile I am
meeting with the Green Party who have expressed a string interest in coming
along and helping to organise on a local level. HOWEVER, I should point out
this will be a collective effort with no one group or party or political
view holding sway, other than lets go and get the fuckers.
There is a slim chance that Channel 4 might be interested in doing somethin=
g
on this and a slim chance we might be able to get a grant from a charitable
foundation, so we can employ someone full time to help coordinate the whole
thing.
I am off traveling for a bit but will be about the place, do drop me a line=
,
but remember I might not get back to you until late summer.
In the meantime Love Mark
* For people at Glastonbury who wanted to get in contact on other matters
please let me know if you still want to be involved in the audit and I will
get back to you on the other stuff as soon as I get some time. Thanks for
bearing with me.
