weekend, mostly about uk site and collaboration, but as more people get on=

board we should have a much stronger network of imc groups allover the place=

INDYMEDIA 'UK' (UNITED KOLLECTIVES :) NETWORK MEETING (LANCASTER) 22/23rd=20
Feb 2003
Lancaster were excellent hosts! LARC (Lancaster Activist Resource Centre)=20
was an ace venue for the meeting with a veggie cafe upstairs. Amazing food=
=20
came from Food Not Bombs in the evening. Welcoming accommodation came from=
=20
friendly lancs people who also sorted out computers and provided top=20
facilitation - thanks! And a big thanks should go to Urs, who attended the=
=20
meeting to help us all understand MIR issues and provided great help.
31 people attended the first day, from all over - England, Wales &=20
Scotland, and also from Germany, and beyond.
No one from bristol attended but they were thought to be covering protests.=
=20
Ireland was not invited, but for next time it would be good to meet up and=
=20
discuss collaboration more.

SUMMARY:
I have tried to collect the main points out from the meeting. Please say if=
=20
anyone things I got anything wrong :))
ps UK =3D UNITED KOLLECTIVES and not some united kingdom :))
Almost all present (inc people from london, lancaster, manchester, leeds,=20
sw, liverpool - wales?) signed up for migrating the uk site from current=20
active code to MIR code - to allow for better database stability, easier=20
administration, categorisation by subject, and categorisation by region eg=
=20
lancaster.indymedia.org with a lancs page with a lancs newswire - thus=20
creating a common indymedia uk mir network project (also intending to move=
=20
site hosting off of stallman).
Scotland who currently have a sub-page on imcuk site are setting up their=20
own website on new server, with either dada or sf active code, but will=20
continue to collaborate within the 'uk' imc network.
Aim is to have everything MIR ready by May 1st - including new texts,=20
design, graphics, templates etc etc
(this may however take a few months more, but we aim to get as much done as=
=20
quickly as possible to allow tech working with mir to progress as fast as=20
they can).
Agreed to look at asking the global new-imc lists to allow uk mir network=20
to process regional applications and give subdomains out eg=20
place.indymedia.org Part of this was to create a new slimmer set of=20
conditions for applications (like the global process, only smaller).
Unanimously agreed to work together closer on admin and features work on=20
current uk site as a uk network - a rota will start next week with those=20
groups who feel able, taking on newswire admin for one week.
Discussed off web projects inc radio, video, and print. Lots of film=20
screenings going on which are proving to be a success.
Also discussed co-ordinating and preparing for reporting actions and=20
protests if war is declared on iraq and bombs drop.

SATURDAY MORNING:
We did a go-around where people introduced themselves and said what they=20
expected from this meeting. From these expectations, we drew an agenda.=20
People came to learn about indymedia in general, the UK site, how to set up=
=20
a new site and how to develop the existing site.
The big meeting splits into two: people who don=92t know much about=
indymedia=20
and need a basic introduction to basics, and the rest, people who have been=
=20
involved or working already.

MIR- GENERAL INTRODUCTION + DISCUSSION
NOTE: these notes are incomplete and paraphrased. They may therefore seem a=
=20
little confusing, but they are here to give an idea of discussion - they=20
are mostly opinions and discussion, but with some facts and positions=20
included.
Mir code is friendly from user perspective. Good for communicating between=
=20
people doing the newswire cleaning.
Active the code base used currently on uk site: for the world page, it=92s=
=20
tedious, you have to connect to the server, get into the server=85 at the=20
beginning difficult to engage new people, because you had to learn specific=
=20
steps. With mir it would be a massive advancement.
Active has only postings, in the newswire, can only read, hide, edit,=20
comment them. Mir has more types.
Active: postings have to be moved to middle column features by hand, with=20
mir moderators can move it straight to the middle column. If you want a=20
posting to be in the middle column, you simply change the =91article-type=92=
,=20
for it to appear in middle column.
It=92s what=92s done in germany imc using mir: The open posting is where all=
=20
the posting goes, but it=92s one click away from the front page. The=
newswire=20
is in the front, the best ones from the newswire can become features=20
(middle column). Users can state the category, but to form an archive, it=92=
s=20
best to ensure they're categorised yourself.
Only one problem, one article can be opened at the same time by two or more=
=20
people, the last update overwrites the updates of the other people (but=20
this happens in active currently, anyway, just have to use the comms tools=
=20
to help prevent this).
Importantly mir has a message board for moderators/admins where people can=
=20
say, I=92m updating this, will be done in 15mins or detail the last changes=
=20
they made etc
Mir is also easier because all can be done in a web interface, don=92t need=
=20
to download any software (which is needed with active now).
Now with MIR, one password runs all functions, but this is being looked at:=
=20
different levels, functions, could have different passwords - eg different=
=20
sections like manchester, lancaster, london etc
Mir: production system & web server in 2 different machines. So the=20
database lives on one machine. The other produces static html pages=20
according to the way you have set it up. Thus performance is much better=20
since the database is under much less strain - also means you could=20
download the entire site and run it from a cd, also means you can easily=20
have mirrors since mirrors would not need to install the database element.
With Active, all web hits go to the database, that=92s why it gets blocked=
=20
and down so often, mir, doesn=92t happen this and it looks like it=92s=
working=20
all the time.
Mir can be used for other things, apart from indymedia: archives, online=20
diary, so it=92s very customisable. Not working through a web interface, but=
=20
templates. Its reliable framework. There is useful installation and easily=
=20
customised.
Classification system; MIR allows articles to be classified into categories=
=20
eg. Genetix, globalisation, gender=85 can have a =91globalisation=92=
newswire,=20
you click and you see only globalisation categorised Articles. There can be=
=20
two levels of categorisation, so one could be regional, allowing lancaster,=
=20
london etc only newswires.
So when you post something to MIR, you can choose multiple categories you=20
want your article to appear under. You fill the headline, the date=85 these=
=20
data are stored in the database separately. You can create listing pages=20
that list articles with specific properties. The list in the newswire, it=92=
s=20
the last 20 with the category =91post in the newswire=92. In the antinuclear=
=20
topic page or newswire, there=92s another view: the latest 20 articles, that=
=20
are about nuclear. An article can have more than 1 topic. If you choose to=
=20
look to postings posted on feb 15th (eg on a specific date), you can see=20
them too, regardless of their category..
These pages are produced and then copied to the server, they were=20
configured in a text file, if you want to change it you have to go to that=
=20
text files, but not through a web interface, a full techie has to log to=20
that producer machine.
So far, 2 dimentional categorisation, 2 kinds of categories: newswire=20
article, or features (if spam, only open posting, if good, newswire, of=20
very good, a feature in middle column)=85 =91and=92 what topic is it about,=
the=20
content. You can have a 3rd way of category: local. In germany didn=92t=
agree=20
to do this but it=92s technically possible. Also possible to have, eg in=20
Lancaster, a completely different template. (a different layout, look=20
feeling of the site), butwouldrequire more work.
The user point of view: it=92s like having a cooking pan with lots of=20
vegetables, but at any one time they can only see the carrots, or the=20
potatoes, or=85 can see all the veggies at one time.
Can different databases be networked after decentralistaion? The templating=
=20
language can export e.g. XML, so if things have XML input, you can copy=20
databases=85 although it=92s hard to move only one part of the database.
This is a lot more flexible than active.
Can you get all articles and postings currently on uk active site migrated=
=20
to a mir database?
Yes, this has been done.
Big question: do people want to have the same production server, or one=
only?
There was some discussion about the nature of the name "uk" in both=20
indymedia uk, and uk network. it was noted that this had been mentioned=20
before at other meetings like the manchester network meeting, and that=20
making uk stand for United Kollectives might be a nice fudge.
There is not technical advantage in having different databases.
In Scotland the decision has been made to have a site separate from the uk=
=20
- this was decided on 6 months ago! The current scottish page on the uk=20
site is difficult to administer. Scotland is autonomous and wants to have=20
independance in terms of servers.
While it was said there is not technical advantage in having different=20
databases, there is however a technical advantage in having different=20
databases if one database does not yet exist or exists on a dodgy server -=
=20
Seeing as the mir-uk database does not yet exist, the migration has not yet=
=20
been completed (or started, as of the time of this meeting, besides=20
Zapata's test site). While kosmos is a available to host mir sites, it=20
admits having a dodgy connection at this time. Stallman has lots of=20
technical problems all the time, partially because as said 90% of the imcs=
=20
are on it. The swiss server is not connected and the uk server does not=20
exist yet. So for scotland there is an advantage in having seperate=20
(sorted) server. However, again, imc scotland supports the imc uk migration=
=20
to mir and also thinks kosmos is the best place for it at this time,=20
although eventually a UK-wide server is a great idea.
90% of imcs are in one server anyway , so tech wise they are in no way=20
autonomous from one another, but of course as collectives they are.
Mir is posing problems for scottish techies from documentation to current=20
lack of desired facilities, and is therefore not an option - scotland also=
=20
has good server host offer - but don't know when exactly this will be=20
happening or how the timetable is.
If uk has not been moving quickly to mir it was because it took some time=20
to migrate the whole active data base into mir system, which was laborious.
Best of a common mir project is that instead being local groups each=20
needing its own server and its own techies, we can have all techies working=
=20
together in a common tech project.
Someone replied it would be good if people in Scotland discussed what comes=
=20
out from this meeting, because going seperate, and with uk on mir, then it=
=20
means to work completely separate, with 2 different separate databases, not=
=20
being able to share stories and resources automatically (though as said=20
scotland is up for collaboration on stories + features etc)
Ireland was in a subsection in the uk site initially just because they=20
needed somewhere to publish, Lancaster applied for a name so that when they=
=20
decide, they can point the Lancaster domain to their own site/section.
Scotland would like to work with uk, but now the current web solution is=20
not good, need to know how the network will work, how the decentralisation=
=20
will be=85
There are existing collectives here. The uk at the beginning didn=92t need a=
=20
techy or a server, it just could start=85 although the initial indymedia=
idea=20
was that each collective would have its own server & techies. This was an=
=20
overestimation, it didnt develop like this. Now have to decide, do we want=
=20
to go back, so that each group needs techies=85 So many groups don't have=20
techies, they just go to global techies when they have some problem, but=20
this is unsustainable.
Scotland has its own server. This could still be their server, and still=20
mirror the whole mir database, and have their own server and autonomy.
if the UK database is in mir and the scottish in a separate database. is it=
=20
possible to merge them, or link, to have a one big newswire with this=20
island's news? Yes. if they were both mir, so you need to merge the 2=20
databases before accessing posts from the other one.
uk site needs to move to a new code system anyway, away from active,=20
because it=92s clearly not working very efficiently.
plus Uk is currently hosted in Stallman, which is always under strain.
User point of view: you could enter exeter.indymedia.org and get straight=20
to the exeter page with exeter newswire, but this would be within the 'uk=20
mir database'
For local groups, if someone wants to help admin, the tech barriers are=
lower=85
According to Zapata it could be quick to move to mir. It's true that=20
documentation about mir is bit shit, difficult to understand, this is an=20
opportunity to work on improving that.
Technically & practically=85 if scotland wants to join later, the 2=
databases=20
could be merged? Maybe a way of exchanging stories automatically on the fly=
=20
could be devised. Either way scotland and others in network and beyond can=
=20
collaborate in sharing features and stories manually.
Need to see how groups feels about mir?
Lancaster, when informed about the mir process the London lot had=20
just started testing it, it looked as a good idea. This has been slow.=20
lancs crew is not too numerous, so just gone with the uk process. difficult=
=20
to understand, eg what=92s mir, - now we=92re more into it, since the global=
=20
lists and processes were not too helpful. Feel the need that uk is=20
autonomous from the global which seems to be just some one so far away,=20
have never met them.
History about the uk network: when we started imc uk, mayday 2000, talked=20
to people about how to call it, they told us to call it uk to have more=20
representativeness, but it was a very London project. Now in Lancaster,=20
Manchester, and bristol there are people interested, and the project is a=20
real regional project, and because we=92re moving to a new code, it=92s a=
good=20
opportunity for new people to learn a new code, instead of having to =91join=
=92=20
the old system.
Liverpool: getting involved since manchster uk meeting, realised that we=20
didn=92t have enough expertise to have our own imc website, so opted for a=
=20
subsection inside the uk site, use the technical expertise available in the=
=20
uk, not fully able to take the step on. Also, we=92re running the people not=
=20
profit website as well. Will be easy for local regions to set up their own=
=20
sites, or subsections, whatever they want.
Leeds: I don=92t understand most of this, just learing :)
Manchester: initially, goal was to have a separate site, but realised we=20
didn=92t have the resources, so now going for a subsection. People in favour=
=20
of networking and sharing the common mir database.
Wales: haven=92t had a meeting to get stuff together, but have put an=20
application for a new list. Wales have a site up and running, but not=20
officially indymedia.
The network should not be dictated by the scarce resources of techies, but=
=20
based on collaboration, based on the desire to collaborate with other=20
people. There is a lot of collaboration that can be done apart from the net.
The network needs to be strong enough, for collaboration. People in this=20
network live far away, that is a problem and to solve it would be a fully=20
working site=85
we are here this weekend to discuss if we together go for a common mir=20
databasefor uk site. Needs an agreement here as to go ahead or not.
Point was made about legal issues and servers- it=92s cool to be autonomous=
=20
but will depend in individuals=92 goodwill to get support from other parts=
of=20
the country, but if there is a network, with mirror servers everywhere,=20
then the whole country is affected so solidarity is instantaneous.

Video: Lancaster are doing screenings locally in an art space. Leeds has=20
very successful alt film festie every 6 months or so. Manchester does=20
regular screenings under many guises. In London a weekly screening is=20
happening, in a cinema.
Also the European newsreel, with the original idea being distribute=20
locally-produced videos in CDs every month. Start not 100% smooth, - they=20
are gouing to produce it every 2 months for now until it's running better.=
=20
The main idea is to do screenings in local areas.

when new films are out and where they are available from:

Someone has 40 films from Germany & England, would be nice to have them=20
encoded and uploaded or distributed, they may be out of date but they are=20
good videos. Mostly vhs.

NETWORK / WEBSITE SUSTAINABILITY
For people who=92s doing admin for a while it would be great if people=20
started to get involved before establishing mir, but it=92s good for new=20
people too as it=92s a good training.
The uk site doesn=92t work on its own, it=92s maintained by administrators,=
to=20
keep it interesting, and up to date with news from the newswire. And the=20
more often we change the middle column, the better the quality of the=
newswire.
Other tasks that have traditionally been done by the London lot, like=20
communication with global lists, administration of email lists, =91cleaning=
=20
up=92 (from nazi postings etc) the newswire=85
Some collectives some taken up the admin of the site on some weeks but we=20
need to share tasks more constistenly, otherwise the site is just not=20
sustainable, the London lot can not continue to be the only responsible for=
=20
the running of the project, especially they would like to get involved in=20
other projects after 2 or 3 years of being so involved.
Manchester group did the admin for 2 different weeks, they didn=92t find it=
=20
too much hassle, it was good experience.
The proposal is for other groups to take on in weekly basis too.
Cleaning up newswire is not the most exciting bit of the work, but the hard=
=20
work needs to be done too, and cleaning the newswire is vital.
It=92s up to groups to decide how much responsibility they want to have in=
=20
the project. A project with lots of exciting things always has hard work=
too.
As a reader, you appreciate people taking out the rubbish form the newswire.
And doing features and hiding rubbish can be fun too. The site needs=20
updating, other sites don=92t get so updated and it doesn=92t look good,=20
quality. Also, the idea of network, also imc is not justa media project,=20
it=92s a political project, a tool for social change and a establishing=20
alternatives. To make the network strong we need to work together.
Liverpool when they first started to speak about imc, they wondered at how=
=20
it was maintained, now that they know how easy it is, they want to=20
participate in that level too. When going back to Liverpool they will show=
=20
the rest of the group how to update, train them and then they will be able=
=20
to decide how often they will take charge.
Manchester got through the process of taking on admin, but without the=20
stress, needing to be confident to do such a =91censor=92, which is=
difficult=20
for anarchist people.
Concrete proposal to rotate the different groups, Manchester could commit=20
now to specific weeks in the next few months. Also Liverpool and Lancaster.=
=20
The different groups will meet after this meeting with a diary to set up=20
their dates (see end).
ADDITIONAL:
Features process was explained: majority of the time, anyone can propose a=
=20
feature, which is a highlight from the newswire, with a highlight from the=
=20
text, and one or various links. For now, this is mostly posted =ADproposed-=
=20
to the features list, where it sits for 24 hours to give people a chance to=
=20
improve it, or object to it; if no major objections are made, the feature=20
should go up to the middle column. Some other times, esp. in big actions,=20
the posting goes into the middle column immediately, and the decision is=20
not on email, but in a live irc chat room.
Global list liaison and report back systems were explained.
UHC (a design group in Manchester) are up for doing some designs for=20
publicity materials. They are up for producing stickers and leaflets, and=20
they=92re up for producing the banner for the Manchester site. This proposal=
=20
will need to go to the process list, to be decided there, whether to=20
dedicate funds for it, but people didn't think there's be any objections.=20
Proposals for the budget will go to the network list, and how to do it,=20
contribution to the design etc, should go to the print list.
Most Mir project co-ordination and decision making will be discussed in the=
=20
process list, as we don=92t want to turn the network list into a full-on=
list=20
with lots of postings all the time - would be better to keep it for more=20
info exchange and updates. So proposal that we discuss proposals etc in=20
process list and send updates and summaries to the network list.
Decisions are then made in process list. For discussion of the new imc=20
applications within the uk network, we will use the associates list, which=
=20
is not used at the moment, but send updates to network list and make=20
decisions in process list.
Decision making: small decisions can be made in lists, but face to face=20
meetings are also vital, we should keep this in mind. It would be also good=
=20
if people did read their emails and contribute to the decisions made there.=
=20
Also, we will set up a date for a next meeting.

NEW IMC PROCESS WITHIN MIR PROJECT:
Following the network principles of unity points a few people met while=20
other sessions were running (training and mir / tech) to discuss some of=20
the issues that might be thrown up by this idea.
One of the most important aspects of having local sites / pages using the=20
common mir database will be the ability of groups to have=20
http://location.indymedia.org URLs. Currently only global new-imc gives=20
this out as part of becoming a new imc. Would be good to get this for all=20
new groups in mir network.
Also need to have _some_ sort of process for new groups - this would be=20
like the principles of unity etc that govern global imc membership, but=20
amended to suit the more local situation - for example it would include=20
the 'agree in spirit with the imc mission statement and principles of=20
unity', but might not require groups to have global list liaisons, only=20
local list liaisons.
Other things discussed included the importance of local groups developing=20
their own missions statements, while there would need to be a closer=20
agreement on editorial post hiding criteria etc
It was pointed out that no imc has yet made this move, but given the delays=
=20
and problems being encountered at global new imc level it may well prove=20
useful to imc in general.
Some of these ideas were fed back and it was agreed to continue discussion=
=20
on email - most likely use the redundant 'associates' list rather than set=
=20
up a new one, then take discussion feedback and proposals to network and=20
process lists.

MIR WIDER DISCUSSION
- a group met to discuss with tech folks what might be possible and what=20
people would want from mir:
GENERAL FEEDBACK:
Some people were inspired by the network concept and many learned to clean=
=20
then newswire and feel more confident in being more active on the website.
People were really pleased to see everyone, faces to names etc. People were=
=20
pleased that we came so far with the MIR project as a tangible=20
project. People were also clearer about timescales and really pleased=20
about the facilitation of the space and the results have been really=20
amazing and that we are now a stronger and bigger group. Want to work more=
=20
by communicating over email lists and organisation was really=20
good. Productive discussion.
MIR TECH REPORT BACK:
-Short term mir server sorted out, but it can only be short term.
-Setting up tests sire on new server asap, play and develop, a uk test=20
server is already up, work 2-4 months or longer required to perfect it -=20
could even take 2 years says one!
-Diff pages with different logos is easy now, but more significant=20
templates for diff layout and look'n'feel will take longer and more work
MIR WISH LIST:
Desires, thoughts and possibilities:
-Should we have a newswire with all posting on the front page, or one click=
=20
away (as germany currently does) =AD needs further discussion with all=
groups=20
on email.
-UK splash page, or a more editorial page, or even with both implemented by=
=20
a rotational collective.
-Easier to implement =AD Icons and logos for local pages
-Implementation of an =93other region=94 site/section so that those that do=
not=20
have a region that was currently covered could also go into that subsection=
=20
till their own site develops and can work together as a network.
-Some agreement on initial issues as an initial common template (layout +=20
design) - then when there is more technical advancement, branch out into=20
more customisation in regional sites.
-Publish button could be multi-layed with a main =93publish=94 button on the=
=20
front page, and also local regional 'publish' buttons.
-Was some discussion on limiting the amount of categories that people could=
=20
classify their posts as.

CONTINGENCY PLANNING FOR WAR REPORTING:
Short discussion and planning for reporting any actions and protests if war=
=20
on iraq is declared and bombs drop. There are many actions and protests=20
scheduled immediatly bombs fall, the following day, and/or at the weekend=20
following. Session was about co-ordinating local coverage.
A good tactic is to contact local groups that are organising protests and=20
encourage them to report directly to the site.
On the day people can leave audio reports for encoding to MP3 and uploading=
=20
to newswire - this info can be given out to local groups for their own=20
reporting.
People working on features can co-ordinate work on an irc chat channel=20
(http://irc.indymedia.org)

and international imc's - there was news from as far afield as prague,=20
belgium, spain, germany and the US to name a few.

SUMMING UP:
- We are moving uk site to MIR (hopefully within two to four months)
- Scotland will move to a seperate site (prob using dada code) with=20
seperate server
- Apply for new-imc process, separate from Global IMC.
- Network list for communication of discussion re mir project and all other=
=20
network stuff.
- Associates list for discussion of new-imc process.
- Process list is for the discussion and decisions.
- All lists will post summaries to network list.

ROTA FOR NEWSWIRE COLLABORATION:
Following on from when groups said they'd be up for helping share the=20
workload of the current uk site a rota was put together. This consists of=20
groups that are confident to take on newswire administration. there were=20
also individuals who wanted to learn and practice - they like anyone else=20
can of course do something if they see it needs doing - but maybe at some=20
point in the future they could form a group to do it together, taking on a=
=20
week just like those doing it from geographic groups:
