UN REFORM

 

The current social and political situation over Iraq and the purpose of the UN has highlighted a radical but practical solution to the future of global diplomacy, and the action it subsequently takes.

 

What I propose is the decentralization of the UN into a communication network of UN embassy representatives. This would entail the creation of working UN embassies or offices within every capital, in every country or if appropriate, every region. The benefits to this embassy network are as follows.

-          

-         The UN researches each country from within therefore creating greater understanding of that countries social, environmental and political situation.

-         The UN acts as a go between, “the first face of dialogue” between factions. Governmental and non-governmental

-         To initiate the dialogue between countries using their respective resident embassies within the country at dispute

-         To liaison with NGO’s and other agencies. For example: aid, education, health within resident country. To promote understanding and harmony within resident country.

-          To promote peace and trust through the dialogue of diplomacy and democracy.

 

Therefore the UN actively is engaged in a grassroots level in enforcing its legalisation and to promote democracy within its member states. The UN central offices in New York will then be supported by its permanent embassies from around the world, making it stronger and quicker to act against crimes of humanity. Preventative dialogue rather than the cure mitigated through crisis.

 

Currently the UN has just two offices in Geneva and Vienna and its head quarters in New York. Regional offices could then be extended within the short term to such cities as Sao Paulo Brazil, Lagos Nigeria, Hong Kong China and most controversial Baghdad Iraq.  

 

To establish and maintain a Middle Eastern office in Baghdad would 

-          

-         Promote democracy for free elections within Iraq and the region.  

-         Benefit the proliferation of constant inspections regarding weapons of mass destruction the UN wishes to uphold.

-         Safeguard the maintenance of aid and resources supplied by NGO’s presently working with the Iraqi people. 

-         Strengthens the case for the empowerment of the UN, in which all parties concerned within this current crisis claims.

 

For the region this office will endeavour to unite all the countries within the Middle East towards a harmonious, cooperative and peaceful coexistence through dialogue and diplomacy.

 

This proposal has no illusions as to how difficult this action would be to implement. Countries whose governmental administration that deem it as a threat to their interests will come to the fore. Talk of logistical costs would start to outweigh the pragmatic need. Apathy and cynicism displayed as, “it’s just another talk shop for politicians and overworked diplomats” would also resurface.

 

However, the fact remains. In order for this great and noble institution to survive and breathe life into its very own charter, the United Nations needs to reform and adapt to the 21st century and to the peaceful will of its people.
