[IMC-bristol] guidelines, editorial policy, history

here are the latest drafts of guidelines, editorial policy and history,
drawing togther text from the existing bits plus from the updated uk ones.
have also now thinned them down a bit - the first drafts were a bit long...
particular difference from the current bristol site is the newswire posting
guidelines - have taken on the uk ones and seems much clearer / more
comprehensive

any comments to the list please in the next week or so and then they can go
up
