[IMC-bristol] trolling/hiding of comments

Me and Mike made some changes today to what happens if
a comment is "hidden" you can see the suggested new
system in operation here:

basically the blue banner bit remains with the
comments added by the admin (so it would be helpful if
the reasons for hiding are clear) and this text is a
link to the "hidden comments bin" (which we also
tidied up a bit)
This would allow for greater transparency if comments
are hidden (in line with the guidelines).

I hope peole dont mind us going ahead and just doing
this- It could always be un-done if there was a
consensus that the new system is not helpful.
