Summary: The members of Indymedia Rosario, Argentina, realize an
emergency request of 450 $ to be able to buy a digital camera and be
able to guarantee minimal measurements of safety for the members in
the coverage of December 19 and 20, this is needed before December 14,
2002.


Dear compas of Indymedia: From the group of Indymedia Rosario, we are
obliged to make an emergency request, on the occasion of realizing the
coverage of December 19 and 20. We have spent the  last weeks trying
to obtain money and equipment, but though some companions in North
America have been helping us in this sense, we do not have certainty
the help will arriver before 19 and 20.

The group of Indymedia Rosario possesses only a digital camera and
some portable recorders. This equipment will turn out to be clearly
insufficient to realize the coverage of what will be the major popular
events of the year in Argentina. In our city, of more than one million
and a half inhabitants, due to the divergences in the popular field,
there will be activities in the center, in the neighborhoods and in
the nearby cities during the two days. We will  also use old non-
digital cameras, but the photographs are much more exspensive and slow
to develop

The importance of possessing cameras is fundamental, given that they
work as safety elements for the activists. It is verified that in the
presence  of photo and video cameras the repressive forces act with
major caution, offering major guarantees of security of the integrity
of the activists. Reliable information has come to our group  that the
government  will try to suppress with hardness the manifestations of
these days. They  have summoned all the  shock commandos  and infantry
of the local police, and they have warned them that they must act with
hardness with more than twenty days of precedence.

This perspective is particularly worrying in  our city, where seven
persons were murdered in summary executions on the part of the police,
and more from three hundred suffered wounds from rubber and lead
bullets fired by the police on the 19th and 20th of December, 2001.
More than three hundred persons were likewise detained irregularly
during the 19th and were liberated at dawn only due to the strong
popular pressure. The precedents are, therefore, of supreme gravity,
and have motivated international denunciations on the part of  human
rights organizations, which have not had much effect  on the local
government.

The senior official of the police, the Minister of Government
Dominguez, was replaced with another  of a  seemingly more progressive
profile. Jose Storani, the Chief of Police that directed the
repression was not withdrawn, but was sent to fulfill other functions
in the city of Buenos Aires. But during the course of the year, there
have occured all kinds of illegal compulsions, summary executions -
the case Gauna-, wild tortures of a disabled woman, christian activist
- the case Abalo - and violations to minors in police stations of the
city. Even policemen who try to form an union and who do not agree
with the repressive politics have been prosecuted and threatened, and
there have reappeared former members of the Anti-communist Alliance
Argentina, the fascist Triple A, related to the Secretary of Security
Enrique Alvarez. The level of impunity on our province borders the
unimaginable.

Opposite to this shaded panorama, and to increase the safety of the
members of Indymedia Rosario we have met to coordinate the coverage
with groups of independent local media, as the Community Station Aire
Libre and the   video group La Conjura TV. Both groups worked actively
the past 19 and 20, when Indymedia Rosario still had not been formed,
and their labor has been used as evidence of the repression in
different judicial processes. But we all have the same problem: the
lack of financing.

As groups and individuals, we are financially exhausted and do not
have sufficient money to finance the basic elements that we are going
to need in the coverage: gas for the cars, telephone cards for the
cellular phones, batteries, etc. We are fund raising urgently, but do
not have great prospects due to the general lack of money. Due to all
these reasons, we are making  an emergency request of 450 dollars  the
to be able to cover the expenses of the coverage of  December 19 and
20 in minimal conditions of safety for the members of Indymedia
Rosario and to be able  buy of a digital camera that we could find  in
a secondhand. We request that this request be resolved before December
14, 2002.

About the colective and its labor

Rosario is a city of more than one million and a half inhabitants and
it is approximately 400 kilometres to the north of Buenos Aires. The
group of Indymedia Rosario was formed at the beginning of 2002. The
group worked at  internal organization and at the coverage of
different stories until the creation of the section Rosario in
Indymedia Argentina's site in winter of 2002 took us to a more
intensive work. Also during this period we received the donation of a
digital camera from the group of Indymedia Buenos Aires, who supports
Indymedia Argentina's site. This camera is still the only one which we
possess until today.


We have conducted numerous workshops in alternative communication and
of Indymedia's diffusion, as well  we have helped  popular
organizations with communication issues , such as the workers in
struggle of the Community Supermarket Ex-Tigre, a worker occupied
company comparable to Zan=F3n and Brukman. In the sense of the diffusion
we have made fliers and explanatory leaflets of the methods of
publication available in Indymedia, an aspect that we consider to be
fundamental for its character of participation.

The coordination with other organizations of independent local media
was given from the foundation of the group, and in this sense we
realize projections of the videos realized by Indymedia of a joint way
with La Conjura TV, and have started realizing transmissions of
streaming radio together with the Community Station Aire Libre. As for
coverage, we cover the vast majority of the manifestations and events
realized by popular organizations, as well as lectures and workshops.
We are very active in the cases of evictions of the Asamblea
Contracultural and of the Student Residence Rawson. An important part
of our activity centres on  Human Rights news , a topic of great
importance in a provincial Secretary of Security, Enrique Alvarez, has
been denounced for having taken part of the last Military Dictatorship
and for possessing fluid relations with former members of the
parapolicial organization Triple A.

Queridos compas de Indymedia:

Desde el colectivo de Indymedia Rosario, nos vemos obligados a realizar un
pedido de emergencia, con motivo de realizar la cobertura de los pr=F3ximos 1=
9
y 20 de diciembre. Hemos pasado las =FAltimas semanas tratando de conseguir
dinero y equipos, pero aunque algunos compa=F1eros de Norteam=E9rica han estado
ayud=E1ndonos en ese sentido, no tenemos certidumbre acerca de que
efectivamente lleguen antes del 19 y 20.

El colectivo de Indymedia Rosario cuenta con s=F3lo una c=E1mara digital y
algunos grabadores port=E1tiles. Este equipamiento resultar=E1 claramente
insuficiente para realizar la cobertura de lo que ser=E1n las mayores jornada=
s
populares del a=F1o en Argentina. En nuestra ciudad, de m=E1s de un mill=F3n y
medio de habitantes, debido a la fragmentaci=F3n y a las internas en el campo
popular, habr=E1 actividades en el centro, en los barrios y en las ciudades
cercanas durante los dos d=EDas. Habremos de recurrir a algunas viejas c=E1mara=
s
no digitales, con las cuales las fotograf=EDas resultan m=E1s costosas y de
mayor lentitud en el revelado.

La importancia de contar con c=E1maras es fundamental, dado que funcionan com=
o
elemento de seguridad de los manifestantes. Es comprobado que frente a la
presencia de c=E1maras fotogr=E1ficas y de video las fuerzas represivas act=FAan
con mayor cautela, ofreciendo mayores garant=EDas de resguardo de la
integridad de los manifestantes. A nuestro colectivo ha llegado informaci=F3n
confiable de que el gobierno pretende reprimir con dureza las
manifestaciones de esos d=EDas. Han sido convocados todos los efectivos de la=
s
comandos de choque e infanter=EDa de la polic=EDa local, y se les ha advertido
de que deben reprimir con dureza con m=E1s de veinte d=EDas de antelaci=F3n.

Esta perspectiva resulta particulamerte preocupante en nuestra ciudad, en l=
a
cual siete personas fueron asesinadas en ejecuciones sumarias por parte de
la polic=EDa, y m=E1s de trescientas sufrieron heridas de balas de goma y plomo
los d=EDas 19 y 20 de diciembre de 2001. M=E1s de trescientas personas fueron
asimismo, detenidas irregularmente durante el 19 y fueron liberadas a la
madrugada s=F3lo debido a la fuerte presi=F3n popular. Los precedentes son, por
lo tanto, de suma gravedad, y han motivado denuncias internacionales por
parte de los organismos de derechos humanos, que no han tenido demasiado
efecto en el gobierno local.

Apenas el funcionario superior a la polic=EDa, el Ministro de Gobierno
Dominguez, fue cambiado por otro de un perfil aparentemente m=E1s progresista=
.
El Jefe de Polic=EDa que dirigi=F3 la represi=F3n no fue retirado, sino que fue
enviado a cumplir otras funciones a la ciudad de Buenos Aires. Pero durante
el transcurso del a=F1o, se han sucedido toda clase de apremios ilegales,
ejecuciones sumarias - el caso Gauna -, salvajes torturas a una militante
cristiana discapacitada - el caso Abalo - y violaciones a menores en
comisar=EDas de la ciudad. Incluso, polic=EDas que intentan agremiarse y que no
est=E1n de acuerdo con la pol=EDtica represiva han sido perseguidos y
amenazados, y han reaparecido antiguos miembros de la Alianza Anticomunista
Argentina, la siniestra Triple A, relacionados con el Secretario de
Seguridad Enrique Alvarez. El nivel de impunidad en nuestra provincia raya
lo inimaginable.

Frente a este panorama sombr=EDo, y para aumentar la seguridad de los
integrantes de Indymedia Rosario nos hemos reunido para coordinar la
cobertura junto a grupos de medios independientes locales, como la Radio
Comunitaria Aire Libre y el grupo de video La Conjura TV. Ambos grupos
trabajaron activamente los pasados 19 y 20, cuando Indymedia Rosario a=FAn no
se hab=EDa formado, y su labor ha servido como prueba de la represi=F3n en
distintos procesos judiciales.

Pero todos tenemos el mismo problema: la falta de financiamiento. Todos,
grupos e individuos, estamos exhaustos monetariamente y no tenemos dinero
suficiente para financiar los elementos b=E1sicos que vamos a necesitar en la
cobertura: nafta para los autos, tarjetas telef=F3nicas para los celulares,
pilas, etc. Estamos preparando actividades para juntar dinero de forma
urgente, pero no tenemos perspectivas de juntar mucha, debido a que la
ausencia de dinero es general.

Debido a todas estas razones, realizamos un pedido de emergencia de 450
d=F3lares con el objetivo de poder costear los gastos de la cobertura de los
pr=F3ximos 19 y 20 de diciembre en condiciones de seguridad m=EDnimas para los
integrantes de Indymedia Rosario y para poder realizar la compra de una
c=E1mara digital que se encuentre de oferta o que sea usada. Solicitamos que
este pedido sea resuelto antes del d=EDa 14 de diciembre de 2002.

Acerca del grupo y su labor

Rosario es una ciudad de m=E1s de un mill=F3n y medio de habitantes que se
encuentra a unos 400 kil=F3metros al norte de Buenos Aires. El colectivo de
Indymedia Rosario se form=F3 a principios de 2002. El grupo trabaj=F3 en la
organizaci=F3n interna y en la cobertura de distintos hechos hasta que la
creaci=F3n de la secci=F3n Rosario en el sitio de Indymedia Argentina en
invierno de 2002 nos llev=F3 a un ritmo m=E1s intensivo de trabajo. Tambi=E9n en
esa =E9poca recibimos la donaci=F3n de una c=E1mara digital de parte del colectiv=
o
de Indymedia Buenos Aires, que es el que mantiene el sitio de Indymedia
Argentina. Esa c=E1mara sigue siendo la =FAnica con la que contamos al d=EDa de
hoy.

Hemos realizado numerosos talleres de comunicaci=F3n alternativa y de difusi=F3=
n
de Indymedia, as=ED como hemos asesorado en comunicaci=F3n a organizaciones
populares, como los trabajadores en lucha del Supermercado Comunitario
Ex-Tigre, una experiencia de toma de una empresa de relevancia comparable a
Zan=F3n y Brukman. En el sentido de la difusi=F3n hemos realizado volantes y
folletos explicativos de los m=E9todos de publicaci=F3n abierta en Indymedia, u=
n
aspecto que consideramos fundamental por su car=E1cter participativo. La
coordinaci=F3n con otras experiencias de medios independientes locales se dio
desde la fundaci=F3n del grupo, y en ese sentido realizamos proyecciones de
los videos realizados por Indymedia de manera conjunta con la Conjura TV, y
hemos empezado a realizar transmisiones de radio mediante streaming en
conjunto con la Radio Comunitaria Aire Libre. En cuanto a la cobertura,
realizamos la cobertura de la amplia mayor=EDa de las manifestaciones y
eventos realizados por organizaciones populares, as=ED como las charlas y
talleres. Trabajamos intensivamente en los casos de desalojos de la Asamble=
a
Contracultural y de la Residencia Estudiantil Rawson. Una parte importante
de nuestra actividad se centra en el rubro de Derechos Humanos, un tema de
gran importancia en una provincia cuyo Secretario de Seguridad, Enrique
Alvarez, ha sido denunciado por haber participado de la =FAltima Dictadura
Militar y por poseer relaciones fluidas con antiguos miembros de la
organizaci=F3n parapolicial Triple A.
