This is something to consider as part of a C-IMC strategy proposal to the 
imc-strategy listserv...
Something like this is probably necessary in the face of 9/11 and the 
resulting republican control of government in the usa.

A call for regional decentralization

Hi all,

Based on discussions amongst Chicago IMC participants last night and 
starting over a year and a half ago at the San Francisco IMC convergence in 
April 2002, let us call for...

a regional decentralization (from global to regions) of:

- imc tech resources

- imc top level websites and editorial processes (split the global 
indymedia.org 3 to 6 ways)

- imc finance issues

- imc strategic planning and network development

- imc network growth and development: new imcs and conflict resolution 
would occur at regional levels and bounce up to global levels for some 
issues, like final acceptance of new imcs and changes to global unity 
principles and assistance with unresolved conflicts

Note:  imc regions in the global north and otherwise industrial areas could 
agree to dedicate to contribute over half of their effort and resource to 
assist the development imc regions in the south and underdeveloped areas 
(including impoverished areas in the north).

Though perhaps this could be done both local and regional and global, at 
any rate, the call would be to focus on regional next as the intemediary to 
global internetworking.

We can also encourage global working groups to continue but as a 
confederation of global working groups that call on many locals from 
various regions to participate in editorial, tech, and process discussions 
and work.

We can also encourage networks of imcs with similar interests to form 
across regions, for collaboration in various projects.

The indymedia network as global network would remain a cooperative 
confederation of locals and regionals for mutual aid and work for 
liberation of all humans and the planet.

I propose that we write this up during the week and approve on Sunday.

At the very least we need to think about and discuss ways and then propose 
those that help imcs to approach supporting the move of coordination of the 
imc network from a few dozen global networkers to a more decentralized set 
of endeavors amongst locals and regions.
