yes, but the main goal here is making the emails easy to follow, so if
people change the first word, they need to leave the rest, here's an
example:

things start with a *generic* (very important point) subject line
subject= PROPOSAL: George Bush
someone else writes
subject= DISCUSSION: George Bush
people reply with
subject= Re: DISCUSSION: George Bush
subject= Re: DISCUSSION: George Bush
subject= Re: DISCUSSION: George Bush
etc. until someone decides that some concensus is in sight and they
write:
subject= PROPOSAL TWO: George Bush
this can cintinue until all agree at whcih time an email goes out with
subject= PROPOSAL APPROVED: George Bush

anyone can now follow this conversation easily in the archive, things
unrelated to this conversation would continue to have untagged subject
lines.

please remember that this discussion is all part of our aim to create
conflict resolution (and prevention) documents.

Some preliminary definitions:
(I have put 'concern and clarification' together as discussion, i have
left out 'call for consensus' because every proposal is a call for
consensus. i also strongly believe that the less 'tags' we use the
simpler things are - and the more likely people are to use it.)

PROPOSAL
"a text which uses clear language to explain how an idea can be put
into action"

DISCUSSION
"a normal email, but specific to the topic of a proposal"

please edit the two texts above, until you feel we have working
definitions which people will use easily.
