I agree with the push for a local/non-local split in the right-panel/newswi=
re content, and I agree with your ideas in spirit.
I am a bit leery of too much "pre-meditated" / left-brained / "top-down" --=
if you will -- policy planning. I think your guidelines are helpful to h=
ave in the back of our minds at all times, but it will inevitably require=
discussion in realtime to sort items on a case-by-case basis.
