Answers to some of your questions:

None of the hosted IMCs have split their newswire.
We have current versions of postgres and mysql installed. We use postgres
for our IMC. We have had no problems with it.
We are not moving our audio and video but other imcs could move stuff to
loudeye or wherever.
We have a dedicated unmetered t1 so it has not been an issue.

Really, our only significant downtime this year is when we replaced our
old k6-2 redhat box with our new dual athlon debian testing box. We have
had some other problems, flaky uunet routing, accidently typing halt in
the wrong terminal, but all have been easily rectified and relatively
minor.
We have access to the box during business hours as it is being hosted for
free.

We currently do not stream media. Most of us feel that video on the web is
either effective or accessable but almost never both.

Your apache virtual host could set its own logging directives but for
privacy we ask that you do not track IP addresses. We have thought about
using a linux ide raid [ mirrored]  but decided against it and do daily
backups instead.

We are open to discussing changes in how we do things, let you critiques
and suggestions fly, just be mindful that we are overworked and extended
volunteers.
