Oh... that was just from global funds...?  I definitely support Chris
voting on those himself if he feels confident about it... he can forward
the proposal back to the mailing list and say "I voted for/against
this", and we can always discuss any issues that come up (if any do). 
Especially for $500 emergency grants.
