Dear all representatives of Chicago Peace groups,

URGENT / Immediate attention:

We need signatures, immediately, from peace groups, so
we can send this letter out, tomorrow at the latest,
to arrive before the April 5 rally.

Please review letter, below.  It may be edited down a
bit.  It will be sent to Daley, Police Chief Hilliard,
City Council members, cc'd to Jan Schakowsky.  Please
suggest others who ought to receive it.  Please
forward this email to other Peace groups who may sign
on. 

The purpose of this letter, is meant as a first step
toward documenting our desire to work productively
with the police, to be on the record about the police
excesses, and to be on the record for what we are
asking.

 Letter to Daley, Hilliard, etc.
 
Dear....
 
We are writing to Chicago's mayor, city counsel
members, and police chief on the topic of the city's
response to people's rallies, vigils, and
demonstrations, both past and upcoming, against the
war in Iraq.
 
We understand that permits need to be negotiated and
that violation of the law or of legally imposed
restrictions will be prosecuted.  However, we ask
for fairness in such matters.  We ask that police
planning for rallies and marches not be unnecessarily
restrictive and not, itself, set up an unnecessarily
threatening, tension-heightening environment. 

Those who have been peacefully expressing their
ardent desires for world peace have a sincere,
heartfelt,and worthy message.  Our democracy
guarantees the right of diversity of opinion.  The
protests for peace in Chicago have not been
destructive to people or property.  Individuals and
groups are working very hard to find points of unity
and the most effective means to present a point of
view that will attract,not repel, the public.

The Chicago City Counsel passed (by 45-1) a
resolution against the war, this past January, joining
a long list of other U.S. cities in doing so.  This
decision reflects the fact that many Chicagoans
strongly oppose the doctrine of
pre-emptive war.  We urge the City of Chicago to
demonstrate in acts as well as words that it supports
the constitutional rights of people to assemble and to
voice their opinions about their government's
policies.  

A police presence is clearly appropriate.  But the
level and behavior of that presence ought to be
appropriate, fair, legal, and in proportion to the
situation. In recent rallies, law-abiding
individuals could not, at times, freely enter or
freely leave police-barricaded areas, on the
presumption of future wrong-doing, or for
intimidation. Such policies are not appropriate when
the vast majority of demonstrators wish to express
their opinions non-violently, safely, and without the
threat of indiscriminate arrest.  We also ask that
excessive force be discouraged and disallowed.
 
Arrests have been made on an arbitrary basis.  On
Thursday, March 20, when police surrounded
protestors on Chicago Avenue, east of Michigan Ave.
some individuals were arrested, others released,
arbitrarily.  The same behaviors were considered both
legal and illegal, depending of the whim of the
particular officer.

Other arrests and detentions were harsh and
unreasonable.  Some examples: a demonstrator who had
had diabetes approached an officer when the police
ringed Chicago Ave. to explain that he needed to go
home to eat and inject insulin.  The officer summarily
arrested him,leaving him alone in a police wagon for
over an hour.  His need for insulin or food could have
created a severe health crisis.
 
A friend, outside the police perimeter, was notified
by cell phone of this situation, and tried to tell
another officer of this condition,  when the
officer turned to a man who had taken a step to
stand beside the individual speaking about the
diabetic.  

"What are you doing here?" asked the officer.  "I'm
just listening," said the man.  "You don't need to
be listening," said the officer.  "I'm just standing
here," said the man.  He was arrested.  The
individual trying to support the diabetic arrestee
then turned away and did not try to pursue the problem
further with the police.
 
Such an example--just one of many--being arrested for
lawfully standing and listening--illustrates part of
the situation we are addressing.  Tensions and
stresses may be currently high.  Yet,
surely there is a way that individuals can exercise
their constitutional rights to assemble and express
their sincere points of view, and the police can
appropriately protect that right, and protestors'
safety--while also protecting the rights, property,
and safety of other Chicagoans.

We hope that we can engage in an ongoing dialogue on
these matters, that satisfies the needs of the city
and its police force, and protects the constitutional
rights of its citizens.  Specifially, we would like to
participate in an ogoing dialogue with the Mayor'
office, Council Members, and Police Department as to
how the police are implementing Homeland Security and
how the police department's internal review process is
addressing the recent arrests.  To minimize confusion,
we would like this dialogue to be documented, as much
as possible, with dated and signed memos, letters,
emails, and other communications.  We are also looking
into the need to create or work with a Chicago Police
Citizens' Review Board.
 
We are all grappling--with our best intent--with
profound questions of immense gravity for our country
and the world.  As you go forward, and plan for future
rallies, such as the one on April 5th, we ask that you
consider the issues we have brought before you. 
Chicago is a world-renowned city, and we all share the
goal for it to be exemplary and well-respected
throughout the world, a model democratic American
city.
