[CIMC-work] Fw: [IMC-Process] reminder: proposal: Topic IMCs

CIMC,

My input on this issue is that I favor specific-protest-event-based IMC
sites, like the one for protest coverage around the FTAA meeting in Miami,
ftaaimc.org. Ongoing topic-based news feeds might be better done through
email and listserves -- but I'm open to further consideration.

Regardless, this proposal would require input from CIMC techs, since it
would require technical work for its syndication function.

a couple of weeks ago, we submitted a new IMCs form for IMC Biotech and a
proposal for topic IMCs in general.

There were a few positive reactions, but nothing much else. We do not
intend to just get it accepted by implicit consensus, because we think it
is a too big issue. Instead we would like feed back in order to answer open
questions.

Thereby we would like to remind everyone please to discuss this with their
local IMC in the next weeks.

Proposal

This proposal is made to enable the setup of topic sites in the Indymedia
network in a way of adding value to the network without contradicting the
initial idea of Indymedia.

The following proposal is not meant to replace local IMCs coverage, but to
provide a horizontal structure to connect already existing postings. Topic
sites are one approach among others to deal with the success of Indymedia
as a network and as a concept. Several Indymedia sites have the option to
attribute topics to a posting and display them on a topic page. Topics
sites build on that and on the cooperation of local IMCs.

Why Topic Sites?

The growing number of local Indymedia websites with high turnover in the
newswire has made it impossible to access information beyond day-to-day
coverage. Some issues are covered on numerous local sites both as a local
and global issue. A topic site can bring them together and also give a
space for additional postings that are spread back into the local
communities. It thereby connects activists from around the world, by
learning about one another and their action. Being global topic site can
set up multilangual to break through language barriers that keep local
actions restricted to local languages, or that exclude people that don't
speak and write the main language of a global website.

     * A topic site covers a topic that is of relevance with in the
Indymedia network. This can be seen by postings being published on several
sites. The topic should have both local and global relevance. [The topic
should be defined broad enough to avoid single issue politics.]
     * A topic site receives postings from local IMCs, and sends out
postings to local IMCs. Content moves in both direction without hierachy
between local and topic sites. The topic site receives postings from local
IMCs through syndication. Postings published in the newswire of the topic
site are published on at least one local IMC. (This keeps the site alive
and transparent, without taking the topics away from local politics)
(Technical solutions for this have still to be developed, but ideas exist).
     * A topic site has an active editorial group of volunteers who ensure
the flow of postings to and from the topic site, ensure that the newsire
stays "on topic" and that the site keeps to the principles of unity; who
writes features, work with local groups in case of topic events, and do
other editorial tasks.
     * Topic sites are multilangual because articles appear in their
original language. The editorial team ensures translations and avoids the
dominance of only one language.
     * Topic sites can be used to cover events in cooperations with local
IMCs, thereby combining ongoing coverage, background information with
actions and global politics at summits and other events. The topic IMC has
to define a transparent set of guidelines and conditions for such
cooperations.
     * A topic site cannot be run by a campaign on that topic. Volunteers
should come from at least 3 different continents and at least 6 different
IMCs, as well as from other groups that work on the topic. (just some
figures...) The group should reperesent a great diversity of gender, ethinc
and cultural backgrounds, regions etc.
     * A topic site will not be able to have physical meetings, and
therefore has to make the best from webbased communication tools such as
email, irc, wiki and noticeboards. More than local groups, topic groups
have to take different levels of access into account and actively pursue
skill-sharing on IT communication.
     * A topic site is an Indymedia site on its own accord, not only taking
postings from other sites but also generating new content, spreading it
back into the network and into local politics, spreading issues by features
and translations, and applying an active editorial policy. Topic IMCs get
urls like local IMCs

in the
citites list under the header "topics".

Further procedure:

This proposal should be discussed by local IMCs and their liasons on
imc-process. If the proposal is accepted topic imcs can be approved off on
its basis. Where necessary imc-process will adapt the new-imc form.

Discussion on this issue should take the (preliminary) site

here are developed by the volunteers working on that site, and most of them
are put in practise on the site and in the coverage of the WTO meeting in
Sacramento.

Esta propuesta es para permitir el establecimiento de sitios temáticos en
la red de Indymedia como forma de dar más valor a la red sin contradecir la
idea inicial de Indymedia.

La siguiente propuesta no pretende remplazar las coberturas de los CMI
locales, sino brindar una estructura horizontal para conectar publicaciones
ya existentes. Los sitios temáticos son un enfoque entre muchos otros para
manejar el éxito de Indymedia como red y como concepto. Muchos sitios de
Indymedia tienen la opción de atribuir un tema a una publicación, que
aparecerá en una página temática. Los sitios temáticos se basan en eso y en
la cooperación de los CMI locales.

¿Por qué sitios temáticos?

El número creciente de sitios locales de Indymedia con mucho movimiento en
la parte de noticias ha hecho que sea imposible acceder a la información
más allá de la cobertura diaria. Algunos temas son cubiertos en numerosos
sitios locales, como asuntos locales y también como asuntos globales. Un
sitio temático puede reunirlos y también brindar un espacio para
publicaciones adicionales de noticias diseminadas en las comunidades
locales. Por lo tanto, conecta a activistas de todo el mundo, que pueden
aprender sobre los demás y sus acciones. Un sitio temático global puede ser
multilingüe, para romper con las barreras idiomáticas que restringen las
acciones locales a los idiomas locales o que excluyen a las personas que no
hablan ni escriben la lengua principal de un sitio global.

     * Un sitio temático abarca un tema que es relevante en la red de
Indymedia.
Esto puede verse con los artículos que se publican en muchos sitios. El
tema tiene que tener relevancia tanto local como global.

     * Un sitio temático recibe publicaciones de los CMI locales, y envía
publicaciones a los CMI locales. El contenido se mueve en ambas
direcciones, sin jerarquías entre los sitios locales y temáticos. El sitio
temático recibe las publicaciones de los CMI locales mediante
"sindicación". Los artículos publicados en el sitio temático fueron
publicados también en por lo menos un CMI local (esto mantiene el sitio
vivo y trasparente, sin alejar los temas de la política local). (Las
soluciones técnicas para esto aún están por ser creadas, pero ya hay ideas)

     * Un sitio temático tiene un grupo editorial activo de voluntari*s que
garanticen que la información fluya desde y hacia el sitio temático, que
las noticias no se salgan del tema y que el sitio se mantenga acorde a los
principios de unidad; un grupo que escriba editoriales, que trabaje con
grupos locales cuando haya acontecimientos relacionados con el tema, y que
realice otras tareas editoriales.

     * Los sitios temáticos son multilingües porque los artículos aparecen
en su
lengua original. El equipo editorial garantiza las traducciones y evita que
haya un solo idioma dominante.

     * Los sitios temáticos pueden usarse para cubrir determinados
acontecimientos en cooperación con CMI locales, combinando por lo tanto una
cobertura continuada y la información previa con las acciones y las
políticas globales en cumbres y otros eventos. El CMI temático tiene que
definir un conjunto trasparente de directrices y condiciones para tal
cooperación.

     * Un sitio temático no puede estar a cargo de una campaña sobre dicho
tema.
L*s voluntari*s deben provenir de por lo menos tres continentes diferentes
y por lo menos seis diferentes CMI, así como de otros grupos que trabajan
con el tema en cuestión (apenas unos números...). El grupo ha de ser
diverso en cuanto al sexo, raza, cultura, regiones, etc, de sus integrantes.

     * Un sitio temático no podrá tener reuniones físicas, por lo tanto
tendrá
que hacer lo mejor que pueda comunicándose mediante herramientas en
internet, como correo-e, irc, wiki y el "libro de mensajes". Las
diferencias de acceso (a la red) tienen que ser tenidas más en cuenta que
con los CMI locales, y habrá que procurar activamente compartir los
conocimientos sobre la comunicación mediante la tecnología de la
información.

     * Un sitio temático es un sitio de Indymedia de motu propio, que no
solo
toma artículos de otros sitios sino que también genera su propio contenido,
volcándolo a la red y a la política local, dando difusión a los temas
mediante destaques (notas en la columna central) y traducciones, y
aplicando una política editorial activa. Los CMI temáticos tendrán
direcciones en internet como los CMI locales
(<http://topic1.indymedia.org>http://topic1.indymedia.org).
Figuran en la lista de ciudades bajo el título "temas".

Procedimiento: Esta propuesta debería ser discutida por los CMI locales y
sus enlaces con imc-process. Si se aprueba la propuesta, los CMI temáticos
pueden aprobarse sobre esta base. Cuando sea necesario, imc-process
adaptará el formulario de new-imc .

La discusión sobre este tema debería tener en cuenta el sitio (preliminar)

aquí se proponen han sido desarrolladas por l*s voluntari*s que trabajan
