[CIMC-work] can we please get consensus on our features?

our decision making on what becomes a feature seems to have defaulted to whom has the ability to paste it up.

can pasters at a minimum put the feature up as a proposal, as mitchell has been doing?  second, if it's put up in an 
emergency, still email the list?  I think we should have a little bit more group decision making on what becomes a feature 
and not....
