I think I agree with Garth.  We should have greater "peer review"
as far as Center Panels go, perhaps just a wee more structured.  After 
all, peer review helped us catch the error in my UIC Anthrax center
panel (thanks Rita!).  But there are exceptions to this "rule" of
course; e.g., breaking stories like Miami.

On that note, I've made some revisions to the UIC Anthrax center
panel.  See below (the language is tweaked some, in light of the points
Rita made).  Please take a look and let me know if it's okay; if no one
objects, I'd like to post this sometime tomorrow, probably in the evening.
