[CIMC-work] Proposal: consider blocking New Project List

Chris, can you give us some solid reasons for this list? or is it another sideshow list that will be abandoned in a month like 
many others?  If it doesn't serve a quality purpose, I propose we block it's creation.  fill us in please, thanks, garth

ps.  i spent this afternoon trolling through abandoned lists for quite sometime before i found the us-imc list.  i feel i have a 
pragmatic basis for my thoughts.  I am really striving to be positive and constructive, but do think sometimes a foot needs to 
be put down.
