[CIMC-work] I'm blocking current IMC-US letter; it needs a preface

because i just signed onto the IMC-US list and do not wish to appear as a complete ass.

I would like to preface the letter explaining,(provided there are no objections and we are in agreement) that the letter 
contains our concerns, and we don't wish to be negative without providing solutions.  therefore we are going rise to the 
challenge and participate constructively and critically in the development of the IMC-US which is representing us by 
geographical (political) default.

this will open the way for us to better articulate responses, contribute our wonderful ideas and if need be make blocks.

of course this is open to discussion and so forth.  i think i could have gotten more consensus on the matter of me signing 
up to the list.  if i am not incorrect in picking up the vibes on the list, i did alright to join the US-IMC list.  i think it will be fun.
