[CIMC-work] can we stop doing UNILATERAL features?

again, can we get consensus or heads up on this working list about our features?  i generally have no problems with the 
features, but am distressed at our lack of democracy/anarchy/indymedianess.

we have had the biotech story pending forever, several proposals complete minus the html were ignored on the list. six of 
the latest features were done unilaterally with little to no sense of consensus.
