Garth,

I think most IMC lists have publicly available archives. Anyone, IMC
participant or not, could technically view and subscribe to any of those
lists.

If you want to put forward a draft for CIMC participants to consider, that'd
be fine (by me). I'll hold off sending Mitchell's second draft for now since
you have concerns.
