[CIMC-work] can we stop doing UNILATERAL features?

Yeah, I agree with Dick on this. I can't recall the CIMC *ever* having a
formalized, step-by-step procedure for how to do stuff, either for ourselves
or for newbies. While there arguably are advantages to a 'casual' approach,
I think the lack of structure really limits attractiveness and growth.
I'd proposed some process workflows early on but got no substantial
feedback. It may be time to revisit these process issues and nail down some
procedures that we can all agree to and implement.
