[CIMC-working] Feb 15 center panel?

There's going to be a lot of interest in Feb 15 actions.  People are 
already reporting significantly increased traffic.  Should we put up a 
short center panel right now, basically just outlining the plans?  Like 
just a link to the Chicago Anti-War page, a quick summary ("Devon and 
Leavitt, 12:00pm"), and a link to NY IMC, who will better cover what's 
going on there.

BTW, there is discussion on IMC-Tech about preparing the servers and a 
planned IRC meeting on the subject for Thursday.
