Subject: PRESS CONF ON PATRIOT II

From; Emile Schepers, CCDBR To: Persons interested in Patriot II act
and esp. the press conf. we have scheduled for Wednesday, Feb 19 at 1 pm
in the basement of the Chicago Temple/First United Methodist Church, 77
w. Washington Chicago.

1. I would like to suggest that the order of business at the press
conference be an introduction by CCDBR['s president, Luster Jackson,
then statements from whichever of the congresspeople actually show up,
then statement from Ed Yohnka and/Or Adam Schwartz from the ACLU, then
statements form those other organizations which have thus far suggested
they might wish to participate, which to date are National Alliance
Against Racist and Political Repression, KAIROS, UE, Community Renewal
Society and of course CCDBR (please let me know if I left anyone out.
Can the Clarence Darrow Commission and UAW local 2320 sign on to this?).

2. I have to send out the press release by TOMORROW AFTERNOON at the
latest. I am currently working on pinning down Congs. Schakowsky and
Rush. Davis is confirmed and Jackson can not come, but I asked his
people if we could get a representative or a written statment from him.
I did not invite Gutierrez because, although I am confident we can get
him to oppose this law (it has a lot of anti-immigrant stuff in it), he
voted for PATRIOT I which could lead to very awkward questions from the
press. Better deal with that another way. I am working on Sen. Durbin,
don't know what the possibilities are.
Here is my FIRST DRAFT of the text for the press release; i invite your
comments.

TO: CHICAGO AREA PRESS AND MEDIA
       FOR: IMMEDIATE RELEASE

CALL EMILE SCHEPERS AT (312) 939-0675

CHICAGO POLITICAL, LABOR, COMMUNITY LEADERS DENOUNCE NEW BUSH
ADMINISTRATION ASSAULT ON CONSTITUTIONAL RIGHTS

PRESS CONFERENCE:

WHEN: WEDNESDAY, FEBRUARY 19, 1 PM.
WHERE: PIERCE HALL, BASEMENT, CHICAGO TEMPLE, 77 WEST WASHINGTON,
               CHICAGO
WHO: U.S. CONGRESSPERSONS DANNY K. DAVIS, JAN SCHAKOWSKY AND
BOBBY RUSH, AND LEADERS OF LABOR, COMMUNITY AND
CONSTITUTIONAL RIGHTS ORGANIZATIONS INCLUDING THE ACLU,
THE CHICAGO COMMITTEE TO DEFEND THE BILL OF RIGHTS, THE
COMMUNITY RENEWAL SOCIETY, UNITED ELECTRICAL, RADIO AND
MACHINE WORKERS UNION, UAW LOCAL 2320, KAIROS ETC.

Two weeks ago, the Center for Public Integrity (publicintegrity.org)
revealed that the US Department of Justice has been planning a follow-up
to the October, 2001 US/PATRIOT ACT. The proposed legislation, not yet
introduced into Congress, is entitled the "Domestic Security Enhancement
Act of 2003", informally dubbed "PATRIOT ACT II". This proposed
legislation was discussed on Bill Moyers' Friday evening TV show on Feb.
7. Constitutional rights advocates see "PATRIOT II" as being an even
bigger threat to civil liberties than the previous law. Among the
objectionable features:

*It creates a mechanism for stripping even native born US citizens of
their citizenship if the government accuses them of terrorist
associations--and the definition of terrorism was vastly broadened under
the USA/PATRIOT so that even things that may happen during domestic
labor or civil rights protests now become "terrorism".

*It allows the government more leeway for electronic eavesdropping,
secret detentions of
people being investigated for possible terrorist associations,

*It increases the power of the shadowy FISA court while weakening the
oversight powers of
the independent federal courts.

*It ends all court-ordered limits on police spying on political dissent.

*It limits public access to information about possible environmental and
public health dangers
involving industry.
*Allows the attorney general to kick even lawful permanent resident
non-citizens out of the
 country without adequate judicial review.

AT THE PRESS CONFERENCE, the speakers will detail the problems that they
find with this proposed legislation, and address the need to protect our
civil liberties while we fight terrorism.
