[CIMC-working] re: Proposal: CIMC block of "Phasm UK" new IMC request

I propose we put back action on this until there is a proposal for approval 
of this imc as an imc.

I block immediate action.

I support blocking the formal proposal.

This proposal from Phasm for a Phasm IMC is a bit ludicrous (if sincere) in 
that it is such a nonfit for the imc network and the proposal is probably 
going to die on its own.

To take it seriously might make us look silly.

We are in the midst of what could turn into a huge debate with uc imc. Or 
it might not.
We need to conserve our credibility.
