Chris,

Your understanding is correct of a week approval time in terms of a formal 
proposal.

But, the form submitted by Phasm for Phasm imc is not a formal proposal, it 
is an initial request to start the new imc process.

It takes a lot of work to go from the initial request to a formal 
proposal.  The Phasm proposal probably will fold before that.
Want to wager a bet on it?

Anyway, I maintain my block against sending a note out now.
