[CIMC-working] CIMC liaison role

In response to Garth's (and Doug's and Elizabeth's) concerns over my
forwarding many messages from the global lists, I will cut back on the
number of messages I forward. The global lists I'm on have open archives, so
anyone can peruse them as they please.

For the future, I will generally only forward items that need decisions or
are otherwise time-sensitive, along with a few items that I deem of
particular interest for the CIMC.

Of course these parameters are subject to CIMC discussion and revision, and
the liaison role is subject to collective decision.
