Background
Afghanistan is emerging from more than two decades of

establishment of a new government after the fall of the
Taliban,=20
there is currently a window of opportunity to build
institutions of civil=20
society that can provide an alternative to extremist
elements still=20
active within and around the country. Among such
institutions are=20
free and professional media.=20=20=20
To date, all the radio and television stations in
Afghanistan are
state -sponsored, in the tradition of the old
Soviet-style media. Each
is firmly under the control of the regional powers,
wherever it is
operating.=20=20
To offer an alternative, Afghans for Civil Society and
the Carr=20
Foundation are launching an independent radio station
in=20
Kandahar. As the second-largest city in Afghanistan,
the historic=20
capital, and also the former Taliban stronghold,
Kandahar is key to=20
the evolution and future stability of the country. It
is a conservative=20
city, which suffers a pariah status due to its Taliban
past. But if=20
Kandahar and the Afghan south are left behind, the
current=20
experiment in democratic nation-building will fail.=20=20=20=20
Afghans are avid radio-listeners, and a truly
independent,=20
responsible radio station, providing informative
programming,=20
dialogue and debate, culture, and pure entertainment
will make a=20
significant contribution to forging a new space for
Afghan=20
citizenship. The station will be operated primarily by
local=20
broadcast professionals and journalists, under the
stewardship of=20
international professionals for the first several
years. The broadcast=20
day will be 12-16 hours from the start, with a goal of
24 hour/day=20
programming. The range will be the city of Kandahar at
first, with a=20
goal of using FM repeaters and/or an AM frequency, to
eventually=20
reach the entire Afghan southwest, or some 1.5 million
listeners.=20=20
The broadcast languages will be Pashtu primarily, but
with=20
significant programming in Farsi, and some English or
English-=20
teaching. The position of international station-manager
for Afghan=20
Independent Radio (AIR) is currently open.=20=20
Duties and Responsibilities
Oversee the radio station. The manager will be
responsible for the=20
team of journalists and technicians, eventually in
tandem with an=20
Afghan counterpart. He/she will coordinate the
operations,=20
personnel and budget, and will report to the Board of
Directors.=20
Develop the content and scheduling of programs, in
consultation=20
with local staff and international mentors, on loan
from leading=20
Western public radio outlets. Establish and apply
standards of=20
journalism by working regularly with the journalists on
broadcasting=20
standards, weighing of evidence, conflict of interest
and=20
professionalism, monitoring program content, and
conducting=20
regular post-mortem discussions after programs have
aired.=20
Handle the technical infrastructure by purchasing
equipment,=20
maintaining it and supervising repairs, in conjunction
with the=20
technical staff. Write semi-annual reports for the
Board of=20
Directors. Assist the Board of Directors in long-range
planning and=20
fundraising. Liaise with media organizations operating
within=20
Afghanistan (both local and international) to share
content and to=20
find other ways to collaborate. Arrange for the
establishment of an=20
internet caf=E9 to operate next door to the radio
station.=20=20
Skills and Competencies

A solid background in public radio, including program
development,
reporting or editing, production, and personnel

two-pronged approach. First, a policy center is being

leadership training, research, and independent media.

focus is on community reconstruction projects that aim

involved in fund-
raising, channeling resources and publicizing issues of

Carr Foundation=20
The Carr Foundation is dedicated to human rights
education and=20
the arts. Based in Cambridge, Massachusetts, the
foundation=20
endowed the Carr Center for Human Rights Policy at the
John F.=20
Kennedy School of Government at Harvard University. It

established the Market Theater, a venue dedicated to
new=20
playwrights and productions, and one that often
explores=20
provocative themes.=20=20
In the spring of 2001, the Carr Foundation purchased a
former neo-=20
Nazi compound in Northern Idaho, razed it, and created
a peace=20
park and human rights education center to replace it.
