For some things the list can make decisions.  In this case it's just a
question of the disbursal of global tech funds.  I actually don't know
if there even is any particular role for local IMCs in this process -- I
don't believe global tech funds are the same as the other global funds,
or if there's as formal a process for disbursing those funds.

If it was CIMC funds, then we would require a greater participation to
reach a real consensus.
