[RESOLVE] LIST PROPOSALS SUMMARY

In the past few months the [resolve] list has received several different
proposals.  Most of these are related to each other, tohugh some are not.
I've tried to break them down by issue.  I summarize then in the beginning
and then include the full text of the proposals at the bottom.  If I've
misrepresented something or forgotten something please post a correction.

Until we specify otherwise, I'll assume that the [resolve] list operates on
consensus.  Only one of the proposals (the first, regarding use of subject
line) received no concerns.

PROPOSAL TO MORE ACTIVELY USE SUBJECT LINE - ADOPTED
---

No dissent was received regarding this proposal to more actively utilize th=
e
subject line by putting "PROPOSAL:" "DISCUSSION:" and similar tags at the
beginning of the subject line in order to make threads more easy to follow.
If there are no concerns, please adopt this standard.

PROPOSAL TO MAKE [RESOLVE] A MEMBERS-ONLY LIST

A proposal was submitted to make [resolve] a members-only list.  Anyone
would be allowed to become a member.  Only members would be allowed to post=
.
Anyone would have access to the archives of the list.  Non-members posts
would either be

a) met with an invitation to join the list, or

b) approved by the moderators if 'appropriate'.

PROPOSAL TO LIMIT ALL [RESOLVE] DISCUSSION

1. Resolve will focus attention and effort on developing a conflict
resolution process.

2. Resolve will not be conflict resolution forum until this process is
consented upon.

Off-topic posters and posting could be dealt with in a variety of ways.  On=

idea for dealing with this was to temporarily ban the poster after 3 such
messages and 3 unique consenting (and no dissenting) statements.

PROPOSAL FOR MAKING DESCISIONS REGARDING LIST FUNCTION

Whenever a proposal is made that relates to nuts-and-bolts list functioning=
:

a) if there are no objections or questions within 10 days, the proposal is
implemented.
The decision is considered provisional for 30 days to allow those who may
not have had a
chance to see or comment on the proposal an opportunity to object or sugges=
t
revisions.

b) if there are qustions or suggestions, these have to be resolved to the
satisfaction of those making them before the proposal can be implemented.
Once the
questions are resolved, and there are no new
objections or new questions after 10 days, the proposal is provisionally
implemented, as above.

c) if there is a block, the proposal will be discussed to try to resolve
the concerns that necessitated the block. If there is successful resolution=

and there are no new objections or new questions after 10 days, the proposa=

is provisionally implemented, as above.

d) if the block cannot be resolved, the proposal dies.

PROPOSAL TO CREATE A SECOND, MORE OPEN LIST

There were several different proposals to create a second list that
off-topic and 'inappropriate' posts could be directed to.

The raw text that these proposals were pulled from follows

1. create seperate rant/kibbitz list - direct all off-topic and flames
there.

2. Make [resolve] a members-only list.

1. List administrators can moderate posters they deem inappropriate.

2. List administrator decisions are posted to the list.

3. List administrator decisions can be overridden by the list membership.

First, is it correct that Resolve's first order of business is to develop a
conflict resolution process?

And that our second order of business is for Resolve members to engage in
resolving conflicts?

3. We make Resolve open to posting from subscribers only.

4. Posts from nonsubscribers should be immediately forwarded to the list

intended just to inflame passions (a 'flame'), or is baldly off-topic

5. List admins should forward an excerpt of inappropriate posts to the main
list, with an explanation why it is appropriate.

6. If the post is an attack on a subscribed member of Resolve, then it
should be up to that person to decide if the message should be forwarded to
the list.

7. Otherwise, if within seven days a subscribed member of Resolve requests
that the full message be forwarded, then the message should be forwarded.

ONE: banning people from a list.

1.) someone proposes that an individual be designated as 'off-topic',
'unconstructive' or 'insulting in tone or content'.

2a.) less than two thirds of responses to the list within a week agree with
this designation - end of matter unless re-raised.
or

2b.) two thirds of responses to the list agree with the designation.
then:

3.) the person concerned is banned from the list.

people).

1.) someone proposes that an individual be designated as 'off-topic',

"This list is for the development of conflict resolution guiding principles
as may be applicable to the indymedia network. Members of this list may als=

respond off the list to requests for assistence.

No-one in the indymedia network has the ability or authority to censure
anyone else. As such it must be recognised that disputes can only be
addressed where a majority of those involved wish to reach an agreement.

Specific disputes should only be cited on this list as part of an initial
request for assistance or to illustrate some point being made about the
network as a whole."

1. Create a separate Resolve-Off-Topic discussion list with a publicly
viewable archive.

2. Since our stated goal is,-- "1. Resolve will focus attention and effort
on developing a conflict resolution process, and 2. Resolve will not be a
conflict resolution forum until this process is consented upon,"-- any post
that is not at least marginally related to the subject of discussing
conflict resolution strategies can be considered off
topic.

3. When someone posts 3 or more off-topic messages to the Resolve list:

a) at least 3 list subscribers state objections to
his/her posts on the grounds that they are off-topic.

b) a list administrator announces that s/he will
block messages to this list from the off-topic poster,
and that person's messages will from then on, for a
month-long period, be re-routed to the
Resolve-Off-Topic discussion list. Anyone who wants to
continue to engage in the discussion can do so on the
Off-Topic list.

c) if there are no objections within seven days of
the list administrator's announcement, the block and
re-routing will be implemented.

d) anyone who wants to discuss topics not specific
to Resolve's stated purpose can post their messages
directly to the Off-Topic list. (In other words, this
would not be a list just for those who have been
temporarily blocked from Resolve.)
