[CIMC-work] Proposed Center Panel re: Benton Harbor

When it rains, it pours.  I've got a center panel for Benton Harbor draft
ready (see below).  However, I propose that Garth's proposed panel go
ahead of mine (since he got his proposal to the list first), then I'll
post this a day or two after Garth's posts his panel.

The southwestern Michigan community of Benton Harbor has been a social and
political powderkeg since the June 2003 death of a 28-year-old
motorcyclist.  Charges of police brutality and economic injustice have
resulted in what the corporate media has deemed as .<A

Struggles for justice in Benton Harbor have gained greater attention,
including a widespread rally for social justice.
