[CIMC-work] Top feature/events

I'd like to make a change to the top note on our website ("if the war
begins").  (I want to wait a little on making actual changes, as I fear
those plans will be timely all too soon, so for now it's best they are
as prominent as possible)

But anyway, I feel bad we didn't have this weekend's actions up there,
and yet the box is already too large.  I believe the plan was to feature
a couple upcoming actions or events more prominently, and to do that we
need to be more compact.

I'd like to shorten the emergency response.  Mostly it would be moved to
an article, and people should feel free to edit that article.  What
would be left:

If the War Starts: (linked to chicagoantiwar.org, though a more specific
link would be preferable)

Day of: 5pm protest at Federal Plaza (linked somewhere?)
Day after: Student stike (linked), 8am civil disobedience at Federal
Building (linked to Iraq Peace Pledge), 5pm protest at Federal plaza
(linked same place as other 5pm protest)
Details (links to article, has related links)


This leaves us a lot more room.  Then, above the emergency plans we
should have links to upcoming actions, maybe 4-5 days ahead of time. 
I'd like to keep each event to about a single line, linked to further
information.

I might play around with making the whole thing an article that's
inlined into the page.  Then other people could more easily edit it.

I think this all fits into our previous discussions, so barring any
objects I plan to do this kind of soon (like mid-week).
