[CIMC-work] Center panel

Alright, I got the center panel up.  Oy.

The arrest information *must be updated*.  Please, if you get any
information, fold it into there.  Any organized efforts, when people are
getting out, anything.  Very important.

Also, there's no image for the feature.  I'm too damn tired to deal with
that.  Someone else please do that -- or even just upload a sized-down
image to the newswire, so I can attach it to the feature more easily
(send me a link if you do that).

The last article I considered for the center panel was "Protestors held
overnight", M21/1:36am.  There's bound to be more articles, so you can
scan for them starting with that one.

Okay, there's no way I'm going to be able to do much with the 8am thing,
it's right around the corner and my eyes are about to go on strike.  But
it deserves good coverage.  Maybe I'll try to put together another
center panel if there's articles posted when I get up.

But most importantly -- update the arrest information!  There's lots of
reports, many conflicting, I couldn't keep them straight, and I wasn't
sure what the actable information was.
