[CIMC-work] Event panel

I've made a form so that any of you can update the event panel (the
panel that stays on top all the time). It's a link on the features.cgi
menu ("Event Panel"). The form should be fairly intuitive. You can
also hide the panel from that form.
I think the event panel can be an important feature for CIMC -- people
have a hard time keeping track of dates, and it's hard to find them when
they are embedded in features (especially as the features are modified
or moved down).
I've put up some basic formatting guidelines, just for consistency.
Also gives HTML help. It's free-form, because it's also a good place to
put meta-news -- suggestions on posting, notes on changes to features,
policies, etc. Cancellations or changes should be noted -- information
shouldn't just change without notice.
Next would be a way to ask for submissions for the panel. It shouldn't
be as open as the calendar -- I think things should only be posted at
most a week ahead of time, they can't be repeating events (if they are,
only the first event should be noted), they should be of general
interest (not organizing meetings, for instance), and they must have a
link to a full description (the panel should only include the briefest
possible summary). That link may be an article or an external page.
For instance, I'd love to see announcements about more suburban protests
-- they aren't as glamorous as the city protests, but I think they are
more important (they are truly taking place in the stomach of the
beast). It'd be cool if CIMC can be a place for suburban people to
learn more about resistance in their community -- putting something in a
prominent place like that could be a real boost.
