Sascha,

Steve here from northern california where protesters in the forest defense
movement never get complaints lodged on scene by the cops when loggers or
contractors have beaten up protesters. What we do to deal with that sort
of thing, is go to the policing agency actually in charge with that
jurisdiction and lodge a complaint and follow it up with the Local
district attorney a few weeks later.
You have at a minimum a assault cahrge and more likely since the chair
made contact, a battery charge against the mayor. I'd also gather as much
information as possible and at a minimum file a small claims cause of
action against the mayor for assault and or battery.
