[CIMC-work] Center Panel proposal

This definitely would be a good feature.  At first I thought it was kind
of long, but then it has a lot of stuff in it, so long works.

Do you know how to lay it out as HTML?  If not me or someone else can
probably do it.  We can update it later for some of the material that
hasn't been posted yet, especially if you can keep track of that and
note on the mailing list what article should be linked from where.
