[CIMC-work] Proposed new center panel story

Speaking presumptuously for the entire working list, we'd like to welcome
you back, Dick.

Took a look at the DC IMC block about the Bolivia situation -- looks fine --
I can understand why this could and/or should be spread all over the center
columns of many IMCs, globally. Green light from me.
