[CIMC-work] proposal for "razor wire" feature

Dear collective,

I propose that we implement something that has been suggested several
times in terms of having a "feature" in the razor wire that will always be
at the top of the column and not roll down.  We can do this with Garth's
announcement about his fundraiser.

the only caveat I would suggest is that such a "razor wire" feature not be
humungously long like our regular features.  It should at least have a
catchy image and link to a larger article.

If we implement this we should discuss how much space we want it to take
and if there would be more than one "razor feature".

I'll help implement this if Garth needs some coding help.
