Thomas, all,
When I was doing freelance graphic production at various businesses downtown
I saw examples of process that have stuck with me. Many of the ad layouts
I'd work on would go through many departments, each of which would
contribute some element of their own to it.
The "live" area was surrounded by a border which included "tracking" or "for
office use only"-type information -- blank spaces for handwritten initialing
to indicate who signed off for each particular department. The process was
mostly linear, with some backpedaling for revisions. At least one employee
was a dedicated "tracker" who used a database program to keep track of all
documents and what stages each was in.
In the interests of getting participants "on the same page," I'd suggest
implementing a similar system, whereby the workflow is spelled out, with
clear stages and sign-offs required.

The press constantly harps on the theme of the danger of civil war (between
Sunnis and Shiites). The reason for this is clear: it is meant to justify
the continued occupation of Iraq. "If we withdraw, there will be civil war!"
they say. What they do not say is that they have been constantly playing up
the differences between different religious and national groups in order to
increase their own power and present themselves as the arbiter between them.
