[CIMC-work] Editorial policy and the offending graphic

I sent a brief note to Dan LB just telling him that we had not ignored his
request and that were discussing the issue.  I also told him that this
particular graphic would not appear out-of-context on the front page again
(because it was too old to be in the random rotation).
