The idea for the proposal is to proactively allocate some global funding
for emergency use during the RNC conference.  While I drew up the
proposal, I anticipate that the funding would be spent mostly by NYC IMC
folks, the techies working to keep our infrastructure running, and other
IMCs that will be working on projects in New York City during the RNC.
The Urbana IMC doesn't have any plan to use any of the funding involved --
the funding is solely for Indymedia news coverage on the ground in New
York City.

We should expect both a tremendous increase in network traffic during the
event and various forms of police/paramilitary oppression against
independent reporters.  I think it is a good idea to be prepared for the
RNC and the problems that will arise.  It's not really possible to know
where exactly the funding will be most needed, but it's logical to
anticipate that coverage and the technical infrastructure to maintain
coverage this scale will require some extra funding.

The funding proposal is to help ensure that Indymedia is not just ready,
but has the ability to keep critical aspects of our news coverage
operational during that week.  Unfortunately, during many major events,
organizers and IMCstas have often had to scramble to find funding, taking
their time and energy away from news coverage.  Thus, Proposal 2004-F is
an attempt to anticipate and alleviate this problem ahead of time.
