CIMC,

I am proposing the following as a center panel, as soon as possible. I
will check back tomorrow for working-group responses, and hope to enter
it in by early afternoon at latest, if there are no objections.
Feedback/comments are welcome.

Police Department Faces Harsh Scrutiny Following Weekend of Shootings
and Arrests by Officers

The Chicago Police Department has opened itself to charges of
questionable judgment and worse in a trio of recent police actions which
have left a man in his 20s in a serious condition due to gunshot
wounds to his chest, a 13-year-old with one bullet wound, a prominent
community leader arrested on apparently bogus charges while walking his
dog and three pro-gay activists facing felony charges of aggravated
assault on officers despite no medical attention needed.

A witness report asserts that the West Side man, now hospitalized, posed
no threat to officers Monday, conflicting with a CPD statement,
according to ABC-WLS. Police hit a 13-year-old girl as they shot at and
pursued the man into an apartment building.

Dr. Sokoni Karanja, a 32-year resident and educator in Bronzeville, has
suffered injuries to his shoulder and wrist and received stitches above
one eye after police attacked him last Saturday despite his cooperating
with their requests for his dog's license. Officers from the 21st
District hospitalized him and charged him with assault.

Rev. Susan B.W. Johnson of the Hyde Park Union Church has called
Karanja's arrest a case of "Walking Your Dog While Black" and is urging
Chicago residents to call on aldermen and police to investigate the
officers. One activist posting to this website is calling for a
city-wide emergency response network to coordinate around similar such
incidents.

Bob Schwartz of Chicago Anti-Bashing Network has compared the
presence of anti-gay demonstrators at Sunday's Gay and Lesbian Pride
Parade to past provocations of Ku Klux Klan members at black
celebrations, casting doubt on the police's claim that three pro-gay
activists aggravatedly assaulted officers by throwing red liquid on
them, according to Assistant State's Attorney Erin Antonietti.
