Hrm... the problem is that we can block an IP, but we don't have 
anything in place to find the IP (since we're not logging IP addresses). 
  Not all IMC collectives are as careful with posters' privacy, which 
would allow the IMC to use this option.

I'm not sure how best to deal with this.
