[CIMC-work] consensus requires discussion and communication

I think there's some confusion about consensus and blocking. We have never permitted one person to block in a stand-alone fashion, and neither do most other projects that use the consensus model for process and decisionmaking -- including Indymedia in its global process guidelines. If we did, the result would be a sort of reverse autocracy, where one person could basically exercise total domination over the larger group by simply refusing to allow ANY decisions to move forward. There are two core questions in this situation with the video collective: 1) does video have a two-thirds consensus (or greater) on moving forward past Thomas's block? 2) does video actually understand the groundrules for the consensus process in dialoging and making decisions?
