I would not call this unilaterism, but rather,  like Chris K pointed out, 
INITIATIVE.  
It is an outrageous and heartbreaking  story.  Thank you for featuring it; I 
can only hope that JUSTICE WILL BE  SERVED.  The CPD has gotten away with too 
much, and featuring their latest  crime is one step in ensuring that they will 
not get away with it -- everybody  must see it and be driven to take action.
