I think there's a certain threshold for how long a clip can be, but I can't really answer this myself as a)I don't know the legalistic particulars, and b)I've never been the type that normally gave a shit about whether I was violating copyright law or not, especially these days.
As far as public domain music, I think outfits like EyeWire has, along with the regular clip-foto royalty-free discs, royalty-free discs full of generic video and music clips.
But, still, I never saw much point in using some generic spy-movie music when the actual theme from "Mission:Impossible" was so much more evocative -- at least for old farts like myself.
